英語の部分だけではなく、その上の文脈の解釈も少し違っています。

xxx don't have the simplicity or rhetorical (=聞こえの良い) appeal of sending in the gendarmes (=憲兵).

xxx は単に憲兵を送り込むのに比べて容易ではなく、または憲兵を送り込めと発言するのに比べてアピール性もない

xxx = 民兵(=militia)の収入源を断つこと、近隣諸国に国境を守らせること、当事者を交渉の席に座らせること
