その通りです。「to investigate」とともに「I am going to Rangoon」にかかる目的を表す副詞的用法の不定詞としての働きを持っています。「~するために」という訳で構いません。

私は to urge は I am going to Ranoon にかかっていると思いました。
Rangoon に行く目的が3種類あるのです。1と2は合わせて一つと考えれば2種類あるのです。-----I am going to Ranoon (1) to investigate, (2) to ensure, and (3) to urge.
-----I am going to Ranoon (1) to investigate and to ensure, and (2) to urge.
この場合、'this is the wish of the whole international community' は単なる挿入節と理解します。
ruler に求めるものは4つ: (1) not to use, (2) to exercise, (3) (to) negotiate, (4) (to) start. to の省略の根拠はよくわかりませんが、一連の内容の場合は省略する方がすっきりするのでしょう。
