と考えてみるのはいかがでしょうか。

個人的にはHeがtheir reportをcompleteするという情景がいまいち想像できませんが、文脈があればおかしくないのかもしれません。

　「彼は、優秀な就職希望者を集め、経験ゆたかな社員を引き止めるのに役立つと目される、二つの案を盛り込んだ報告書を完成した。

」

　they feel は「彼らがそう感じる」will attract は「（二つの案が）将来寄せ集めるであろう」ということではないでしょうか。

　he とか their とか they など、指すものが不明な代名詞から始まるので、間違っているかも知れませんが、ま、こんな感じでしょうかね。

と

に分けて考えてみては？
