「製造部には製造課があり、製造課には生産技術係と製作係があります。

生産技術には３人の技術者がいます。

こういった事柄は、口だけで説明すると、ほんとうにわかりにくいので、一般的に　Organization Chartといわれている図を利用して、説明するのがいいと思います。

そうすれば、Department,　Sectionなどと英語での名前を気にしないで、全体の仕組みを説明できると思います。英語での名前は、会社によっても違いますから。
訳はそのままで十分通じるとおもいます。
