マンション購入における駐車場の契約

下記の英文を見ると車を持っていない人にも駐車場はマンション住民の共有地として負担を求めているように思えます。

駐車場スペースを買わなかった人も駐車場の管理費を払うことを求めている内容でしょうか？

開発業者からの駐車場引渡しに時間がかかっていたため、駐車場購入者の管理費の計算は、駐車場の面積を含まない、各戸の総面積に基づいたものでした。

（そのままだと）駐車場を購入せず、駐車場を利用できない人たちにとって不公平になります。
