PowerGresの起動・停止を行う設定画面（WEB）が見れない

いつもお世話になっております。

下記のアドレスを叩くとPowergresの起動・停止を設定できるWebの画面にジャンプしていたのですが、httpd.confを中心に設定をいじっていたところ、見れなくなってしまいました。（hostsの設定も若干触りました。）
原因として何が考えられますでしょうか？
具体性を欠く内容で申し訳ありませんが、どうぞ宜しくお願い致します。

下記にＵＲＬとそれに伴うエラーメッセージを付けます。

The connection was refused when attempting to contact
localhost:13000.

まずは localhost のポート13000 が開いているかどうかを確認してみて下さい。

DOSプロンプトで netstat コマンドを使用すれば確認できます。

> netstat -a

tcp 0 0 *:13000 *:* LISTEN

回答遅くなりました。
netstat で調べてみたところ下記のような結果となりました。

# netstat -a
Active Internet connections (servers and established)
Proto Recv-Q Send-Q Local Address Foreign Address Stat e
tcp 0 0 localhost.localdomain:13001 *:* LIST EN
tcp 0 0 *:13002 *:* LIST EN

powergresにて使用する３つのポートのうち13000のみが開いていないようです。

設定を追加・編集するにはどこで行えばよいでしょうか？
どうもiptablesでは無いようですが。
