翻訳ソフトで解読しましたところへんてこりんな箇所がありました。
私が知りたい内容は日本人でも販売WEBサイトを出店できるかを知りたいです。
日本人は出店できないようなことが書いてありますか？

URLのリンクの張り方ルールだとか、画像の形式だとかいう機能的な説明と、販売してはいけない品物（イベントチケットとか車とかサービスとか・・・）のようです。

品物の在庫が無いときはちゃんと削除するか在庫ゼロにしてすること、とか。

利用者登録に関する話ではないし、決済方法や送料の話でもないので、この内容では国外の人が登録できるのか・できないのかは判断できないと思います。
別の説明ページはないのでしょうか。

日本人だとかいうより、英語がチンプンカンプンという点がまず問題なのでは・・・・・・。
私も英辞郎を使いましたけど(^^;
辞書（翻訳サイトだけでなく英和辞書も使うほうがいいです）を引いて何とかならないなら、後で苦労するかもしれません。
