文の構造だけから判断すると、両方にかかっている可能性もありますし、overdependence on oil だけにかかっている可能性、どちらも否定できないです(と少なくとも私はおもいます)

the dangersとありますのでtheがついていることで具体せいを感じますので、この文のまえに具体的に何か内容が明記、あるいは暗示されていれば、その内容からの判断するしかないかなぁっておもいます。

この文のまえでそういう事に触れられていないなら、具体性というのはおそらくthe dangersにかかる修飾から来るものだと思いますので、in the face of rising worldwide demand for personal transportation
が掛かっている可能性はかなり高いと思います。
