関係代名詞+be の省略とも考えられます。these があるので非制限にしていると思われます。
In these institutions, which are estalished as much ～　　

2 as much～as は　to cultivate the bodies と　to cultivate the minds との比較で同じ程度のcultivate をあらわしています。元の形は　established to cultivate the bodies 「身体の発育のために設立された」と　to cultivate the minds of the sons 以下を　as much as でつないだものです。「豊かな中産階級の息子たちの精神(の発育)と同様に身体の発育のために設立された」
