英文解釈について

以下の英文解釈について文法的解釈も含め教えて下さい。
２と３行目の意味があやふやです。

You know, we were trying to solve the energy problem with this one mechanism.
It was like a technological fix.
Looking at the issue more systemically meant saying:
Wait a minute, the best way to solve this may be to look at the configuration of our communities, not just apply some new technology.

　初めの文は問題ないでしょう。

　2番目の文は、前の文を受けて、「（そういう単一の装置に頼るのは） 人工的な技術を適用してどうこうしようとする方法だ」 ということを言っているわけです。

　3番目の文は、Looking という動名詞で始まっていますから、Looking at the issue more systemically という部分は名詞と同じことです。A mean saying B は 「A はつまり B と言える」 で、mean という動詞には 「～のつもりで言う」 といったふうな意味があるので saying はなくても分かりますが、あっても問題ないでしょう。「そのことをもっと厳密な見方で見るとこう言える」

　最後の文は、日本語訳にするとしたら、not just apply ... の部分を前に持ってきた方が分りやすいかもしれないと思います。「ちょっと待てよ。その問題を解決する最善の方法は、単に目新しい技術を持ち込もうとするのではなくて、我々のコミュニティーのあり方を検討することだぞ」
