パリのテロ事件に関する報道で、ISISによる犯行声明の一節が

The Islamic State (IS) claimed credit for the deadly attacks in the French capital, Paris, indicating that the targeted locations were “accurately chosen,” and threatening that the operation is the “first of the storm”.

と　the storm を使う報道が多い中、

The Islamic State (ISIS) has claimed responsibility for the attacks that killed at least 128 people in Paris on Friday night and warned that the killings were "the first of a storm."

のように　a storm が使われる文章も見られました。

両者の印象の違いを教えて下さい。

あくまでも書き手がtheとaを間違ってではなく意図的に使い分けているという前提ですが

個別具体的にどういうstormか、言ってる方も聞いてる方もイメージが一致することを前提にしている場合です。ですからこの犯行声明でのthe first of the storm「我々の攻撃の第1波」の「我々の攻撃」とは、パリでのテロと同じ手口（自爆や銃撃）であるというを示しています。
・a
aを使った場合は攻撃の種類を限定していないので、「とある攻撃の第一波」となり、イメージ的に直接的にパリでのテロに結びつかず、犯行声明としては弱い印象を受けます。

the first of the storm が正しいと思います。

a stormの場合は、　　　
あるひとつの攻撃の最初になります
