The subject of this sentence is singular so that "is" is used after "and" which indicate the both verbs (feature and is) have a same subject. Therefore, "feature" in the sentence should be "features".

moved to->had moved to
I feel this difficult, but I think "moved to" should be "had moved". It is because they moved from part of the British Empire. The time frame of those events, being part of the British Empire and moving to Britain, seems to be same.

You might choose (2)which started in 1914, but in this case you need a comma right after 1914 in the sentence.

I do not have any good explanation about this, but (2) is the most probable sentence among them.

You can not use a that-clause after because.

英語だけだと削除対象になりますので、日本語でかいつまんで、

2自信がありませんが、moveとbeのタイムフレームは一致しているのではと

Rio (Janeiro's) → Rio de (Janeiro's)
ではありませんか。

the second biggest carnival in the world 《after Rio de (Janeiro's) 》
《リオデジャネイロのカーニバルにつぐ》世界で2番目に大きなカーニバル
で意味が通ります。

 もし上の指摘通りであるならば、他の箇所も原文テキスト通り(コンマの有無も含め)であるか、確認お願いします。
