関係副詞whenについて starts from the date when --

私が

とかくと、イギリス人に
This contract starts on the date that ◯◯ is delivered to an affiliate.---B
と修正されました。

Aでも誤りではないそうです。
でも関係代名詞thatに納得がいきません。
関係副詞のwhenでなければいけないと思うのですが。
〇〇 is delivered to an affiliate the dateとは言えないので。

それにstarts from the dateも普通に使われますよね？

  「重複」の読みのように、本来誤用だったものが
  広くひろまって普通になったのではないのでしょうか？

結論から言えば on the date when でも on the date that でも、どちらでも構いません。

試しにそれぞれを Google 検索してみると両方ともほぼ2000万件ヒットします。 たまたまそのイギリス人は on the date that のほうを好んだだけのことと思います。

Start from も使いますがやはり start at の方をよく使います。

以下のように、ごく専門的な文書でも、同一文書内にそれぞれ両方の表現が使用されている例がかなり存在するので、どちらの表現でも差し支えないものと考えられる。

一つの文書に"on the date that"と"on the date when"が混在している例:
注記: 下記の文中_[that]_ は実際には省略されているが、"when"は省略できないので"that"が省略されたものと考えられる。また、_on the date on which_は"on the date when"と同じであると考えられる。
If, _on the date that_ the cheque is presented, the ascertained and crystallised debt or other liability relatable to the dishonoured cheque exists, the dishonor of the cheque would invite action under Section 138 NI Act.
Therefore, there was no existing ascertained liability or debt against the accused on the date _[that]_ the cheque was presented for encashment to the Bank.

"on the date when"と"on the date that"は厳密には文脈に応じて使い分ける必要がありますが、上記の例は同じ文脈でのものとなっています。

なお、個人的には"on the date when"とstarts on the date"の方が真っ当な表現という認識を持っております。
