WIndows7でIE9がインストールできません

昨日からIE9のインストールを何度も試みているのですが、添付の表示が出てインストールできません。
インストールに使用しているファイルはMSからDLした「IE9-Windows7-x64-jpn.exe」です。
言語パックをインストールしています。になってから２、３分で添付の表示になります。
[ /update-no ]オプションを付けても同じです。

どなたか解決策を教えて下さい。

H/W：EPSON Direct Pro-7000
OS：Windows 7 Pro SP1 64Bit
メモリ：12GB

適切なダウンロードに失敗しているようです。
下記マイクロソフトのサイトを参照してください。

特に「方法4」「方法5」を試してはどうでしょうか。

方法４とスタンドアロン版インストーラーをダウンロードして実行したのですが、「プログラムの再起動中」でエラー画面になります。
何回やっても「ERROR: Neutral MSU installation failed (exit code = 0x0000371b (14107)).」がログに残ります。
検索したのですが、Bata版以外で有効な解決策が見つかりません。

IE9は諦めて今月末発売のWindows8でOSごとアップグレードしようと思います。

IE9-Windows7-x64-jpn.exeを実行するときに
「管理者として実行」で実行してみましたか？

その前に /log オプションでログファイルを任意のpathに出力して原因を切り分けてみてください。
