英語の語順について教えてください

Ecotourism can no more critically affect the natural environment than traditional tourism can.
『エコツーリズムは従来のツーリズムと同様、自然環境に決定的な影響を及ぼすことはありえない。』

no more critically について質問です。
なぜ affect の前に来るのでしょうか？
critically って副詞ですよね？
副詞は動詞を後ろから修飾しますよね？
no more critically は affect の後ろに置いてはダメなんでしょうか？

つまり、
Ecotourism can affect no more critically the natural environment than traditional tourism can.

と書き換え可能でしょうか？

また、その際意味が変わってくるのでしょうか？

「副詞は動詞を後ろから修飾する」という規則はありません。

副詞を置く位置は比較的自由です。
ただ動詞を修飾する副詞はその副詞の直前か直後に置くことが多いです。
他の動詞を修飾していると誤解されるおそれのない時は、文末でもかまいません。

しかし、動詞と目的語の間には通常置きません。
なので
Ecotourism can affect no more critically the natural environment ～
よりは
Ecotourism can affect the natural environment no more critically than ～
のほうがいいです。
意味は同じです。

'X is no more Y than Z' という構文は、ZはすでにそれほどYではない。

そして、XはZに比べ同じか一寸わるいYである、という意味です。

traditional tourism may (can) not critically affect the natural environment

Ecotourism can critically affect the natural environment (more or less) than traditional tourism can.

YはZを説明するのですが、これではそれができません。
Ecotourism can affect no more critically the natural environment than traditional tourism can.

A is no more difficult than B.
The death of a child has no more meaning than the death of armies, of nations.

簡単な例から

He can no more do it than fly.
枯れがそれができないのは飛べないのと同じだ。

この構文が使われています。
Ecotourism can no more affect the natural environment than traditional tourism can.
エコつアリズムが自然環境に影響を与えないのは、伝統的なツアーが影響を与えないのと同じだ。
