no matter what について

All through the summer , no matter what time of the day I went to the store, I would
find him sitting there on the porch steps.
こういう文があったのですが、確かno matter what＝whateverだからあとには不完全な文がこないといけなかったと思います。
no matter what time of the day＝whenever
なのでしょうか？

のような英語をお考えください。

time は名詞ですが、what time で at what time などと言わなくても when のような
何時に
という副詞的な意味で使えます。

What time is it? とは違うのです。

→All through the summer , whenever I went to the store, I would find him sitting there on the porch steps.

といった感じです。ですのでお示しの文で、
