以下の英文ついてご教授お願いいたします。現在形

The local volunteer organization provides this payphone for people who try to commit suicide and waits at all hours for them to call its staffs who willingly lend them moral support before they take their lives then and there.Despite of the voluntary effort, most of them seldom use it and end up ending their indispensable lives.
初歩的な質問なのですが、provideのように進行形でなく現在形で表す場合は、「常時備え付けている、ingであれば一定期間」との理解でよろしいでしょうか？また be 過去分詞も、English is spoken in the worldのような受動態でも同じく常時、being 過去分詞は一定期間との捉え方でよろしいでしょうか？
上記英文の場合、仮にprovidingにした場合には、どのように差異がでると思われるでしょうか？

＞English is spoken と English is being spoken

平叙文では、そういう事実がある、進行形では、過去のある時点から「今もなお、引き続き」、という語感ではないでしょうか？
