itは何を指しているか？

英語の勉強をしている者です。以下の英文の"it"を文法的にどう理解すればよいか、ご教授ください。

A suggestion was made that I should become a civil servant, and my uncle wrote to an old Oxford friend of his who held an important position in the Home Office for his advice. It was that, owing to the system of examination and the class of persons "it" had introduced into the government service, it was now no place for a gentleman. That settled that.（itの引用符は私が付けました。）

英文はとある参考書（のようなもの）に載っていたものです。参考書の示すところによればその翻訳は、
『官吏になってみてはどうかという話になって、叔父がオクスフォード時代の古い友人に手紙を出し、意見を聞いてみてくれた。内務省で相当の地位についている人だという。その返事によると、今は試験制度があって、無産階級の連中が役所に入ってきているから、有産階級の子弟には向かないという。それで、この話は沙汰やみになってしまった。』
であり、「無産階級(the class)」「有産階級の子弟(a gentleman)」は意訳が入っているということです。

それで、この問題については文法的な解説があまりついていなかったので、件の"it"およびその前後をどう解釈すればよいか分からず困っています。had introducedというのもよく分かりません。過去完了、それとも使役動詞……？？
the class of persons (that) had introduced into the government service（官庁に入れるよう紹介してもらう人々の階級）のように、had以下はthe class of personsにかかる関係代名詞なのかな、とも思いましたがその場合もitの扱いを持て余してしまいます。

persons (that/which) it had introduced

ここには確かに関係代名詞の目的格が補えます。

しかし、had O introduced の O の部分が関係代名詞に置き換わっているのではありません。
introduce は普通に他動詞なので、introduced の目的語部分が目的格の関係代名詞の出所です。
つまり、過去完了の had introduced です。

the system of examination「試験制度」
and「と」
the class of persons (that/which) it had introduced into the government service

この it はまさしく直前の「試験制度」のことです。

試験制度（そのもの）と、それ（試験制度）が官庁に導きいれた階級の人々

先行詞は persons というより、class の方、まあ、the class of persons かたまりです。
introduce は無生物主語的に「導きいれる」くらいにとって、
試験制度のおかげで、有産階級でなくても、学力があれば官庁に入れるようになった、
そういうあまり高くない階級の人々。

it = the system of examination = 試験制度
had introduced = が招き入れた

それと言うもの試験制度及び試験制度が役所に招き入れた無産階級の人たちの為に内務省はもう有産階級の子弟のいるような場所ではなくなったとのこと。
