多分ここは英語が間違っていると思います。

and を使うのであれば
instead proceeding with …ではなく
instead to proceed with … として
前の to avoid any risks … と形式を一致させて並列すべきです。

あるいは、and を取り除いて
instead proceeding with … のところを分詞構文としてやるのが正しいと思います。
