今回の and がどのようにつながっているかは、文法的にはどのようにでも解釈できるのですが、意味のつながり、つまり今回の英文において著者が言いたいこと（論理のつながり、文脈）を追っていけば、私の言った通りの区切り方で解釈できるはずだと思います。
