上海からチベットのラサに飛行機で行きたいのですが・・

上海からチベットのラサに飛行機で行きたいと思っています。チベットはパーミッション取得が必須のようです。上海⇔チベット間の格安航空券（なるべく安く行きたいです）＋パーミッションの手配をしてくれる上海にある旅行代理店をご存知でしたら教えてください。
※上記を日本国内で行うととても高くなるそうなので、上海で行いたいと思っています。

パーミッション

取り扱う店により価格が違いますが３００元とすると５０元が実際の費用で後は代理店？の懐に入ります、FAXで送りFAXで届く非常に鮮明でないパーミッションを貰います、こんな美味しい仕組みですのでなかなか携わる人たちの抵抗が強く未だ続いています。

以下が予定していた旅行日程です。日本→北京→ラサ→北京→日本
のチケットはマイレージの特典旅行でとろうとしていたので
このツアー代金には含まれていません。
彼らのほうで航空券も手配できるそうです。

先に記載した見積もりのほうにはホテル代7泊が含まれているとかかれていますが、おそらく3泊の間違いだと思われます。

私もラサ行きを画策したのですが短期旅行だったため日程的に不測の事態が起きたときに、旅行日程を完了できそうになかったのであきらめました。

英語での対応になりますが、レスポンスも早く的確な対応をしてくれます。
基本的にラサへの玄関口は成都になっていますので、北京なり、上海なりからもフライトも成都経由になっているようでした。
私は北京から飛ぶ予定だったので、パーミッションを私が泊まる予定だったホテルに送ってくれるということでした。
実際ツアーに申し込んだわけではないので、100%信頼できる会社とはいえませんが、以下が私のお願いしていた日程の見積もりです。

Price Quotation:
The net cost of the tour itinerary (3nights/ 4 days) based on1PAX is RMB 3,915 per person (equals to US$ 536) (Airfare excluded)
The USD charge is based on the rate of 7.5, When we charge, it will be based on the current rate.
Price includes:
1) Accommodation for 7 nights in a twin-sharing room in 2 or 3 star hotels.
2) One private car rental and one experienced driver
3) An experienced English speaking tour guide
4) All necessary permits
5) All entrance fees of sightseeing place mentioned in itinerary and the fee for environment protection
6) Service charge
7) Meals as mentioned in above tour itinerary
8) Yaks and men of leading Yak.
9) Airport pick-up and send-off for the first and last day.

Price excludes:
1) All airfare and airport tax, train ticket
2) Tour guide and driver's tips (The tipping standard is 5 USD per pax per day. If the service provided deserves a decent reward, you can tip them more)
3) Private expense like laundry, IDD calls, drinks in the room, etc

これには北京ラサ間のチケットは含まれていませんが、かなり良心的な金額だと思います。私一人のためにレンタカー、ドライバーつけて3泊4日で500ドルちょっとでした。

日本国内のエージェントは高すぎてお話にならないと思います。

上海ラサ間の航空機は週３便しか運行されていません。

経由便で６時間くらい掛かるので、あまり実用的ではありません。また正規運賃で２５７０元ですが、あまり安い航空券は期待できません。

「青蔵鉄道」でも書きましたが、パーミッション申請には現地での宿泊移動の全行程手配が必要です。チベットでの宿泊代、送迎代、ガイド代、チベットを出入りする交通機関の代金・・・。これらを全て払う必要があります。

※なお手配が高くなると書いたのは鉄道切符の代理購入についてです。通常は切符実費＋数十元の手数料で住むところを、Ｈ○Ｓなんかだと実費の２～３倍とられます。
ただ切符にしろ、現地での様々な手配にしろ、最終的には現地の旅行社がやることなのであって、日本の旅行社が直接するわけではありませんから、高くなるのは確かです。
