　「近くのトラック工場はこの数年中に生産ラインを増やし、他の地方の工場は閉鎖することにする」

　it は the local truck plant でしょう。うるさいことを言えばここの工場を拡張し、他の工場を閉鎖することを決める、このトラック屋の偉いさん、ってことでしょうけど。文法と経営実態とは究極的には、無関係ということですね。
