内容からは支払われた料金の一部を、輸送料金が減ったので、お返しします、という意味のようですが、そういうことってあるんでしょうか？米国アマゾンで買い物したのは初めてなので教えてください。

日本のアマゾンですが、経験あります。

靴を頼んで直後に支払い→箱付きだと知り、邪魔になるから廃棄してくれと頼む→２サイズほど小さくなったからギフト券で返金するよーとのメールをもらったことがあります。
後日ギフト券も商品も届きました。
