as prescribedは省略されているのだと思うのですが、どこが省略されているのでしょうか？またwhen in fact saidについてもお願いいたします。

ちょっとsaidのあたりが気になりましたのでいろいろ調べてみました。

限定詞で「前述の」という意味があります

なのでwhen in fact said Customer is under 20 years of age.
は「前述の顧客が実際は２０歳未満のとき、」

the customer falsely masqueraded as being at least 20 years of age when in fact said Customer is under 20 years of age.
実際は２０歳未満で、顧客が偽って２０歳以上のふりをしていた。
原文に沿って日本語を起こしてませんが、こんな感じの意味でしょう。
When＝ifと思えば原文から意味がつかみやすいかもしれません。

かかるについてはこちらを見ておっしゃっているのかと思いますが、

なので「かかる」と訳することが何かの間違えのように思います。

in fact ないものとして訳してあとで加えればいいでしょう。実際に言われたということです。
