人じゃないのにWho?

以下の文について教えてください。

Q:Who does this country play football against?
A:This country plays football against England.

Ｑはどの国か…と聞いているのだと思うのですが、なぜWho…という始まり方になっているのでしょうか？

この問題もなかなか一筋縄では行かないようです。

国家や都市の構成員についての話題の場合は"who"を使うことができるが、特にスポーツの場合はチームのメンバーが念頭にあるので"who"が多用され、複数形の動詞が使われる:
England, who were all out for 109 on day one, came back on the second day of cricket to take...
Here, we are referring to the English cricketers, and so "who" is used. This is common when using the name of the country, or city, when talking about sport. I can't off-hand think of anymore exceptions such as this.

I would use the relative pronoun "who" with countries if you are talking about the people / government, the thought behind it is what decisions the people / leaders have made.

[国家という単体としての存在のニュアンスの場合の例文]:

なお、国家や船舶などの代名詞としては昔から"SHE"がよく使われるのですが、これは現在ではかなり古臭い表現ということになるようです。

質問の文に関して言えば、英語は名詞の反復を嫌うので、
which country という聞き方の代わりに、whoを使ったとも考えられます。
