そうではなく、Paypalからdepositとして2度、少額の入金(額はランダム)があります。
その金額が暗証番号の代わりになります。

ステップ1はその金額を、銀行に電話するか、利用明細を見るか、オンラインを利用するなどで確認するようにとの指示。

ステップ2としては、Paypalのアカウントへログインして、所定のオンラインフォームにその数字を入力するよう指示されていると思います。
