　　and that to の二つのthatですが,解説では同格の接続詞とあるのですがthe beliefを説明する関係代名詞ではないでしょうか？

いえ、同格のthatです。
関係代名詞ならば、関係詞節は文の要素が欠けた不完全な文であるはずです。

He has all the virtues I dislike and none of the vices I admire. （Sir Winston Churchill)
「彼は私の嫌う全ての美徳を持っているが、私の賞賛する悪徳を何一つ持っていない」

He has all the virtues (that) I dislike
関係詞節をみると I dislike のあとに目的語virtuesが欠落してますね
(He has) none of the vices (that) I admire
関係詞節をみると I admire のあとに目的語vicesが欠落してますね

ところが、件の例文（the belief that one's work is terribly important）では、that以下は、one's work is terribly important で
要素欠落がない完全な文（SVC）です。よってこのthatは関係詞ではないとみるべきです。

that to take a holiday would bring all kinds of disaster も同じです。
