講師の説明に納得できません。 接続関係について。

The Japan Times (November 29, 2012)での記事"Norovirus epidemic signs seen"を授業で扱ったのですが、その中のandの接続関係について講師の説明では納得できなかったので質問しました。

The average number of suspected norovirus patients reported by 3,000 medical institutions stood at 11.39 in the week of Nov. 12-18, the highest number seen in the period since 16.42 in 2006 and close to last year's peak of 12.76, the National Institute of Infectious Diseases said Tuesday.

この英文で講師はandでつながれているのは後ろはcloseで前はstoodと説明しました。そしてcloseは動詞と説明し、現在形になっている理由は“現在の話で普遍的なものだから”というものです。私は次の授業の準備があったので授業後に深く質問せずその場を去りましたが、意味が分かりません。

私の解釈ではandでつないでいるのは後ろはcloseで前はseenだと思うのです。その理由は、
1）ここではcloseは動詞ではなく形容詞（形容詞であれば過去分詞の形容詞用法のseenとつながります）であり、2）動詞であれば主語はThe average numberですがその場合は動詞が3人称単数形か過去形になりますし、3）さらに意味的にもthe highest numberにかかったほうが妥当だと思うからです。

書いていて自分の説明も説得力に欠けると感じてきたのですが、みなさんはどう思いますか。

なるほどNo6さんの言ってる意味がわかりました。

下記は新聞記事の抜粋です。

Malia Obama, President's daughter, matures as 'real role model'.

英文は名詞の後にカンマにて同格の名詞を取ることができると言うことだと思います。でも上記にat age ofを付け加えると

Malia Obama, President's daughter, at age of 17 matures as 'real role model'.
Malia Obama at age of 17, President's daughter, matures as 'real role model".

私なら前者を選びます。同様に同格にしたいなら下記の様にするのですが・・・・

上記２つの構文解釈は変わると考えます。後者が皆様の構文になると思います。
考え方の一つで間違ってはいないと思います。

とりあえず不要な句は省いて訳すと

11月12-18日の週平均値は11.39 – これは同時期 (= 11月12-18日) では２００６年で見られた値16.42以来の最大値であり、昨年のピーク値12.76に近い – と発表した。

"the highest number" は "11.39" と同格の名詞です (which was the highest... と関係代名詞を入れて理解しても構いません )。"seen in…2006" は the highest number を後置修飾しています。(注：seen は過去完了形で形容詞の働きをしています)

"close to…12.76" は "11.39" を後置修飾していると見るのが良いと思います。

講師の説明は間違っています：動詞は stood と said の二つです。close は動詞ではありません。

もしcloseとseenを同格にしたいならば(但し、正しい文章になるか否やわかないが）

The National Institute of Infectious Diseases said Tuesday that the average number of norovirus patients;
stood at 11.39 in the week of Nov. 12-18,
and the highest number
(which was) seen in the period since 16.42 in 2006 and (which was)close to last year's peak of 12.76.

the highest number・・・・の前にandが必要になるはず。
なぜならwhich was 16.42 and 12.76とシンプルに書けば

The National Institute of Infectious Diseases said Tuesday that the average number of norovirus patients;
stood at 11.39 in the week of Nov. 12-18,
(stood at) the highest number which was 16.42 and 12.76
となるために繋ぎのandが必要になるはず。

closeは動詞ではなくclose toとして副詞と解釈すべきだろうと思います。

11.39 と同格的にすなわち

the highest number
これにかかる形で
(that is/was) seen in the period since 16.42 in 2006
and
(that is) close to last year's peak of 12.76
（12.76 と同格で the National Institute of Infectious Diseases said Tuesday）

ともに be 動詞を補える過去分詞と形容詞
to の存在からして，be close to ～「～に近い」

これを動詞 close の現在形というようではちょっとひどいですね。
並列関係を見てもわかるでしょうが，何よりもどんな意味に感じたのでしょうか。

授業そのものは文法の授業ではなく、また講師自身も文法の専門家ではないと言っているのですが、気にならざるを得ませんでした。講師はclose toを“～に近づく”と訳していました。

講師の方もちょっと間違ってしまったのでしょう・・・。

(is) the highest numberと(is) close to last year'sは11.39を説明しています。

the highest number is close to last year's peak of 12.76は文章として成り立ちません。
