we went to Lake Biwa. We saw a lot of swans there.
このふたつの文章を関係副詞を使ってつなげてもらえませんか

there という副詞の代わりが where です。

and there の代わりにコンマ where にしてつなぎます。

We went to Lake Biwa, where we saw a lot of swans.

Lake Biwa のような固有名詞は限定用法によって限定され得ないので，
コンマつきの継続用法でつなげることになります。
