book a time という言葉は見つかりませんでした。

booking time でしたら、「受付時刻」だと思います。
bookには「予約する」という意味があり、
"book time at something" で "somethingを使う時間を予約する" という感じの意味になる・・・と思います。
"book time"で調べても"booking time"しか出てこなかったので、
不確実な内容ですが、まあ大丈夫でしょう。
一応全文訳してみます。翻訳おかしい点あるかもしれませんが・・・。

a time と単なる time はかなり意味合いが変わってきます。

book time の book はいわゆる「予約する」の book です。
大きな観測所での（望遠鏡を使う）時間を予約する、
ということでしょうか。

天文学者たちの先約があって、普通の人たちには使うことができないという内容がわかればいいかと...
