幼稚な引っ掛けにかかってはいけません。
In Baltimore　
だと「ボルティモア市で」という意味になってしまいます。
At the Baltimore Hotel
であれば正解となります。

とかいてあるので、バルティモアホテルでひらくということです。
バルティモアと言う場所ではなく、ホテルバルティモアです。
