toward that end「終わりになって」というのがあるのですがここでのto that endもこちらでしょうか。

文字通りto that end でやると
「そのために、CNNはクリントンと交渉を続けてきたんだ」
となりますが、文章構造上も難しいと思いました。

と考えると、「そのために（＝そういう状況を実現するために）」で良いような気がします。
