このOneは「人は」ということで訳してみました。

僕の考えた材料も書いておきます。

hardly be matched by：ほとんどかなわない、比肩しない、匹敵しない
a set of ：一連の　　takes place：起こる　
　not A but B：AではなくBだ　whether or not：－であるか否か　such a way as to ：ーするようなそんな方法、様子、仕方
resonance of transmitters and receivers ：　A of B（所有格、属性の関係かな）
transmission of messages ：A of B（メッセージが伝達されるというＳＶ関係に近いような感じ）
a system of isolated wires ：A of B（be made ofのような「ーから成り立つ」と言う感じ）
the question may still be asked：同格部wheter or not以下の文が離れていますが、直訳の「ーという疑問はまだ尋ねられる
かもしれない」を少し意訳してみました。
それでできたのがこんな文です。多分意味が分かりにくいところもあるでしょうが参考までに読んでください。

「ワイヤー又は繊維からできている構造で可能になる２点接続という高度な特異性には一連のラジオ波/電波にチューニング
された送信機や受信機など固有の共鳴現象はほとんど及ぶべき物ではないという印象がある。
もし脳の内側でメッセージの伝達が３次元的な連続体の中でではなく個々の独立したワイヤーからなる組織の中で
起こるのなら、これらのワイヤーが途切れることのない網を作るようなそんなふうに端と端が連結しているか否かは
まだ疑問の余地があるのかもしれない。」
