誰が最初に言い出したのでしょうか？
日本独自の言い方ですか？

フランシス・ベーコンが著書の中で「印刷術・火薬・羅針盤の3つが世界を変革した」と記述したのが原典だと思います。

ただし、三大発明という言葉は正確には間違いです。
この三種類は総て中国で発明されたもので、それがヨーロッパに伝わり、ルネサンス期に大幅に改良され、西欧社会に大きな変革をもたらしました。

「火薬」…1135年には点火用・威嚇用として発明され、殺傷用として実用化されたのは1220年頃と言われています。
ヨーロッパに伝わったのは13世紀頃と言われています。

「羅針盤」…漢代にはすでに用いられていたとの記述があります。
ヨーロッパに伝わったのは12世紀終盤。

「活版印刷術」…随又は唐の始めに発明されて、宋代に普及。
ただし、当時の活版は陶製もしくは、木製。
ヨーロッパに15世紀半ばに伝わり金属活字に改良された。
(後進ではあるものの、ヨーロッパで独自発明との説もある)

ベーコンのNovum Organumの129の記述が最初ぽいですね。
ベーコンの時代では、中国起源とまでは分からなかったのでしょうね。
