Governor Koike said the metropolitan assembly should deal with the issue of Toyosu market with a sense of urgency.

「緊張感」は日本語ではよく使われますが、例えば英辞郎はその訳として「a feeling of tension, feelings of nervousness・・・・」を示していますが、このような文脈では全部不自然のように思います。sense of urgencryがピッタリというわけにはいきませんが、こういう文脈でよく使われる英語表現だと思います。
