上記の文で、fromが使われている部分が、いまいち、理解できていないのですが、これは、「RBF 社の重役から出た、ためらいの意見」みたいな感じでfromが使われていると考えてよろしいでしょうか？

"hesitation of"と"hesitation from"が同じ意味で使われるケースが結構あるようです。

以下の文例をご覧ください:
