1. で正しくなるのは whoever あるいは anyone who/that

などです。

who では先行詞がないので誤り。
anyone は主格の who を省略しているので誤り。
whomever も誤りです。

whomever ＝ anyone whom
whoever ＝ anyone who です。

invite の目的語になるから whomever と考えてはいけません。
あくまでも，whomever, whoever の違いは関係代名詞の
whom, who の違いと同じで，関係代名詞節内で決まります。
後の wants to ... に対して主格となるので
whoever でなければなりません。

あえて正解を選べば，who に古い英語で先行詞を含む用法があり，
whoever と同じ意味になり得ますので，(1) の who でしょうか。

もう一度問題をご確認ください。
もし，whomever が正解としているつもりなら，出題ミスです。
