本来の言葉の順序は、

You will find a survey and a stamped self-addressed envelope enclosed with this letter.
のSVOCの形ですが、Enclosed with this letterを最初に持ってきたもので、昔からあるビジネスレター表現の定番の一つです。意味はもちろん『～を同封しますのでご覧ください。』です。

ただこの形は古臭いし冗長ですから、今では　Enclosed with this letter you will find a survey and a stamped self-addressed envelope. → Enclosed are a survey and a stamped self-addressed envelope. とする人のほうが多いと思います。

文の主語は you です。

Enclosed with this letter は一見、分詞構文のようですが、
するとその主語も you ということになりますが、実際には a survey and a ... envelope です。

だから、find O C の形で C が enclosed with 〜ということになります。

読み方として

この手紙に同封されて
あなたは、調査書と〜封筒に気づくだろう

この同封されて
はあなたじゃなく、調査書と封筒の方だとわかります。

結果的に SVOC ということになりますが、
SVO と感じても仕方ないと思います。
