join the dots （あるいは connect the dotsともいいます）は「点を繋ぐ」ですが、よく子供の雑誌にある点が沢山描いてある図で番号順に線で繋いでいくと何かの形が浮かび上がる、あれのことを言います。

そこことから比ゆ的に「いろいろある物を関係づけて答えをみつける」という意味で使われます。

ご質問の英文中ではgenetic assocations（遺伝的関連）とgene function（遺伝子機能）のあいだの関連性を見つけることを目的とする、とあります。
