F.P.C.やIPOとは、何の略ですか？

米軍捕虜の記録を今、読んでいるのですが、F.P.C.やIPOが何の略で、どういう意味かわかりません。
それから、CIC DetachmentのCICも、何かわかりません。
どなたか、お分かりになられる方がいらっしゃいましたら、

IPO: International Programm Office
CIC : combat information center ...
combat information center; combat intelligence center (Marine
