以下の文章がよくわかりません。訳を教えてください。とくに、if not earlier, in a just society, run out of the state on a railなどがわかりません。よろしくお願いします！

ニューメキシコの法執行の歴史は、少なくとも西部開拓時代まで遡ることができるが、もし公正な社会だったら（保安官や警察官の）バッジと拳銃を与えられるどころか、その社会から追放されていたような男たちの名前がごろごろしている。

if not earlierのところは、「それより前には遡れないとしても（西部開拓時代までは確実に遡ることができる）」のような意味。
