という文章を、
その強盗は2日前に警察に捕まった
The robber was caught by the police two days ago.

を例に英語にすると、
If Anybody were caught breaking this rule,
will be fined $20 the first time.

になると思うのですが、いかがでしょうか。

一般的に警告の表記等で使われるのは罰金を強調した文で非常に簡潔なものとなります。

例：$20 fine for first violating the rule.
長い文にすると
$20 is fined to those violating the rule for the first time.

英文はKISS（keep it simple and short）が基本ですので、長々と書くより要点「初めてルールを犯せば２０ドルの罰金」を簡潔にまとめるのが良いと思います。

学校英語ならThose who を使えばすっきりした構文になるのでは？

Those who break the rule and are arrested will be fined 20dollars if the violation is first.

私なら
In case of the first violation, 20 dollars will be fined.
と書きます。

"If"なしに、

Anybody arrested by breaking this rule, will be fined $20 for the first time.

っていうのはどうです？
