　コンマが抜けているようですが，which 以下は継続用法で，～ being sent to the wrong place が先行詞になっています。「～が誤った場所に送られと，不便で，コストがかかることになりかねない」（ので，送られることのないようにできるだけ早く訪れなさい）

　avoid ＋動名詞で「～することを避ける→～しないようにする」という形になっています。

　そして，critical driver's license notices and/or vehicle registration materials がひとかたまりで，being sent の意味上の主語になっています。
「critical driver's license notices や vehicle registration materials が送られるのを避けるために 」という意味になります。
