この中から回答は1.でしたが、大過去になるため、2,ではないのでしょうか。
また、constantlyがあるから進行形を望むのであれば、本当の正解は
My brother got a new computer because his old one（had been freezing） constantly.
ではないのでしょうか。

"my old one was constantly + (動詞の -ing 形)" の用例をたくさん読んで見てください。普段からたくさんの英文を読んでいき、このような用例に触れていくと、自分が以前に考えていた文法に基づく考え方なんてあまりにも偏狭だったことに気づかされるのです。いわゆる文法とかそれに基づく理屈は、実際の英語の1,000 分の1しか反映していません。
