上の原文の最後に colon つまり : という符号がついているので、このあとにもおそらくはいくつかの名詞または名詞句が続くはずです。それを踏まえた上で、この上にある文の構造を示します。

(1) Human well-being --- 主語
(2) rests on --- （～に依存している)
(3) a foundation of three pillars, --- これが (2) の rests on の目的語。というか、on の目的語と言うのでしょうかね？(3) のあとにコンマがついているので、ここで一応は意味が途切れて、そのあとに (4) が半ば独立して文が始まっているかのように考えればいいですね。

(4) the preservation and enhancement of all three of which constitute the core responsibilities of society: (このあとに名詞または名詞句が 3 つ続く)
