全体的に0～4.8％であった事をメインとして報告したいのか？
例外的に21.43％のケースがあった事を報告したいのか？で変わる。
意図が不明なので・・・訳のように「～あったが」でサラッと言いたいのか？後半を強調して「例外として・・」と印象付けたいのか？は不明。
でも、個人的には、
後者なら、名詞で終わらせずに、しっかり文章で記述するとは思いますが・・
