さて、expect や believe などは that 節との言い換えがある。

→　この形では to be は必ずつけます。　別の言い方をすれば　”It is expected (that) there are ~.”　です。

質問最後にお示し2つの英文ともにOKです。

ご参考までに There seems to be ~. (~ありそうだ）という言い方も良くします。複数の場合は seem となります。
