これはif the conditions (that are obtained) allow us to do thatのような感じだと思うのでthatの位置がconditionsの後ろにくるものだと思うのですがallowの前でもいいのでしょうか？conditionsと離れているので最初見た時「？？？」と思いました。。。

The plan is to return to the force levels in place before an additional 30,000 troops were ordered in about one year ago

(2)ordered inのinについて
このinは「in placeの意味だけど前に出てきているからinだけでそのニュアンスを出している」という意味でしょうか？
また、あった方がいいとは思いますがなくても問題ないのでしょうか？

というかんじではなく、あくまで
if the conditions are obtained 「条件が整えば」ということで
その条件を補足的に後で that allow us to do that と説明している感じです。that 節が離れた位置にある conditions を説明していますが、直後になくてもOKです。
（書き換えるなら、if the conditions that allow us to do that are obtained となりますが、不自然に感じます。）

最初の in place は「適切な」で level を修飾しています。
before 以下が the force levels in place を説明してます。
(which is the levels) before an additional.... と補えば分かりやすいでしょう。
order in で「（配置/移動を）命令する」と考えてよいでしょう。
order in a pizza 「ピザの宅配を注文する」と同じ感覚でしょう。

凄く理解しやすい回答です。ありがとうございます。
つまり全体的な意味だけ見ると同じように見えるけど話す順番というか優先順位のようなものが違うのですね。

order inでこのような使い方もあるのですね。。。全く知らなかったです。。order inの後は場所だと思ってました。。。

これはif the conditions that allow us to do that are obtained
ということですね。先行詞はconditions ですが、主部が長いのは収まりが悪いために後ろに持ってきたというわけです。

(2)ordered inのinについて
このinはorder と結びついていると思います。
orderの意味にはこのようなものがあります：
to command to go or come to a specified place

ですから、この文はbefore an additional 30,000 troops were ordered in 、つまり「追加の３万の兵士が配置を命じられる前の（適正なレベル）」ということになるのではないでしょうか。
「in するように命じられる」という感じかと思います。

参考までに、この"troops were ordered in"で検索してみますと

のような文もありますが、これは同じ形ですね。

人に配置などを命令する時はorderだけじゃなくorder inなのですね。。。知らなかったです。つまりtroops were ordered inもtroops were orderedとin 場所　だと考えていましたが根本的に間違っていたようです。。

おっしゃるとおり後ろに後置されています。

追加の30,000の部隊が約一年前に要請されるより以前の、適切な部隊レベルへ戻るというのが、その計画の内容である。
