質問者さんの言う通り、この英文は文法的に変です。

where が二つありますが、両方とも消せば正しくなります。もしかしたら、この英文を書いた人の母国語においては、こういうふうに where をあちこちにつけるのが正しいのでしょう。その癖が英語を書く時にも現れてしまったのでしょう。
