the unwilling, the unqualifiedなどは、
どれも形容詞にthe を付けたもので、
名詞になり、総称を表します。

わかりやすい例をあげると、失業者があります。
英語では失業者という名詞はこのthe+形容詞で表します。

兵隊のことを言っているのでしょうね。
